Happiness at Work & Employee Engagement: does HR have any influence on it at all?

Employee engagement is a complex subject that is influenced by factors related to work environment, but also, and especially, by personal factors. How can you influence this from an HR perspective? And dó you even have an influence, if employees are not intrinsically motivated? Or is there maybe another perspective that we’re not considering?
